This paper looks at the evolution of the EU's Eastern Partnership (EaP), unveils shifting attitudes towards the EaP program and provides analyses of both its successes and failures in the six partner states: Ukraine, Moldova, Georgia, Belarus, Armenia and Azerbaijan. More specifically, the text’s authors first examine six key trends shaping the present and the future trajectories of the EU's eastern neighborhood, before analyzing each of the countries' relationship with the EaP program in more detail.
