Shoshana Fine, Susi Dennison and Richard Gowan write that the EU has changed since 2015 as Europe was primarily concerned with the surge in migrant arrivals. This may no longer be voters’ chief concern, but memories of the political crisis persist. In response, European policymakers have developed an interest in targeted investment to tackle the root causes of migration. But what impact does this approach have on migration to the EU? Further, how has the crisis around migration affected the European development agenda? Here’s our authors’ answers.
