The publication examines Central Asia in relation to the Nuclear Non-Proliferation Treaty (NPT). The author charts the collapse of the Soviet Union and emergence of five independent states in Central Asia that complicated conventional nuclear safeguarding. The report argues for the establishment of effective border controls and law enforcement agencies to fight terrorism.
