The publication explores cleavages in the post-reconstruction of Afghanistan led by the international community. The authors are mainly concerned with the role Uzbekistan can play in the rehabilitation of Afghanistan’s northern provinces. They conclude that a radical international program that consolidates donor efforts will reduce threats posed by international terrorists, extremists and drug barons.
