This publication discusses energy security in the EU with reference to the European Commission's document entitled "Energy Policy for Europe." The author agrees with Russian assertions that energy determines a country's place in geopolitics. He argues that the Commission's findings and recommendations are unusually bold but that its action plan is different from implementing action. The publication concludes that providing energy security for the EU will be difficult because too many dogmas, habits of mind and narrowly constructed national interests stand in the way.
