This publication examines the obstacles and challenges faced by Ukraine in its bid for NATO membership. The author argues that its current Euro-Atlantic aspirations are on hold for a number of reasons on both sides including a lack of public support in Ukraine, the need for further reform and differing views among allies about Ukrainian membership in NATO. The publication concludes that costs such as risk and burden sharing are outweighed by potential benefits regarding the collective defense guarantees of the Washington Treaty particularly vis-à-vis Ukraine's relations with Russia.
