This publication discusses the growth of political conflict within Ukraine over foreign policy between President Viktor Yushchenko and Prime Minister Viktor Yanukovych. The author argues that Yanukovych's wish to peruse a multi-vector foreign policy which concentrates on improving relations NATO is strengthened by Russia's use of the gas price as a lever to extract strategic concessions. The publication concludes that the political disagreements between the president and prime minister could prove beneficial to the process of democratization in Ukraine and produce a more interest-based and less regional pattern of political alignment.
