This publication discusses the democratization process since the Orange Revolution in Ukraine and the likelihood of a return to state intimidation and political stagnation. The author argues that internal and external problems are likely to remain due to Ukraine’s dysfunctional institutional inheritance and a culture of patronage rather than meritocracy. The publication concludes that the EU must engage with Ukraine on energy policy and other channels of integration in order to counter Russia’s gas diplomacy.
