This publication discusses the missed opportunity of institutionalizing democracy in the Ukraine so that the path can not be reversed by opponents of the Orange Revolution. The author argues that Orange leaders have failed to change the political discourse and culture through implementation of structural reform so that the opposition will have to participate under fully democratic terms of governance. The publication concludes that the rise of Ukraine’s Party of Regions is a blow for western governments but it is a political reality that must be faced and the best made of it.
