This publication discusses the state of democracy in Ukraine in view of parliamentary elections that require the formation of a coalition government. The author argues that despite the Euro-Atlantic verdict that all its election standards were met, Ukraine was simply returning to its pre-Soviet heritage of decentralization, pluralism and loathing of absolutism. The publication concludes that Russian thinking will now be forced to face the reality that Ukraine is not Russia and its people, although closely related, are indeed different.
