This publication examines the perception of terrorism, organized crime and national security threats in the Romanian Intelligence Service (FIS). The author argues that the events of 11 September 2001 are largely responsible for a change in the way these asymmetric threats are understood, assessed and reacted to. The publication concludes that only a coordinated national, regional and international strategy will be succeed. This will require the international community to collaborate using all political, economic, diplomatic and military means within an agreed legal framework.
