This publication examines the process of democratization and liberalization in Ukraine. The author assesses the pace and success of political, economic and legal reforms and argues that support and criticism of President Viktor Yushchenko must be placed in the context of what is possible given the constraints from coalition partners and remaining post-Communist bureaucratic structures. The publication concludes that western supporters need to speak clearly and fairly about the problems facing the country.
