This publication discusses the possible outcome and policy orientations of two candidates standing in the 2004 Ukrainian presidential election. The author focuses on future UK policy options by expanding on four scenarios. The publication warns the perception in Ukraine that the West does not want them in NATO or the EU persists and has damaged reformist impulses in the country. The publication concludes that the current incumbent would be re-elected into a stronger position and his choices greater because his calls to implement change are fewer than his opponent.
