This publication discusses the history, development external relations and reform process of the Ukrainian Security Service (SBU). The author argues that they play an increasingly important role in the fight against transnational terrorism and crime, concerns shared by both NATO and the EU. The publication concludes that political manipulation of the SBU has undermined it effectiveness and that gradual, consistent, nonpartisan and focused reform will not only protect Ukrainian national interests but also those of its allies and partners as well.
