This publication examines the process of security sector reform in Ukraine. The author argues that the country still struggles with the legacy of Soviet era structural organization. The publication concludes that although financial resources may be heavily constrained there is scope for policy changes that will assist the reform process. These areas include depoliticization, legal reform, increased transparency, democratic accountability and force reductions.
