This publication examines the threat posed by pan-Albanianism to stability in the Balkan region. The report argues that a century of shifting boarders has left ethnic Albanians scattered across a wide geographical area. The report urges the governments in a number of states to provide greater recognition of the cultural and political rights of the Albanian Diaspora living in their territory in order to minimize the influence of extremist and nationalist politicians. It concludes by making specific recommendations to the governments of each state concerned, the EU and international community.
