This publication discusses defense reform in Ukraine as both a mechanism of modernization and opportunity to join NATO. The author argues that most Ukrainians believe in nonalignment and that part of the political opposition doubts that closer ties with NATO will promote democracy. The publication concludes that despite force reductions and increased professionalism, defense reform needs also to embrace training and career development in the armed forces too. Also Ukraine's commitments in Iraq have not been recognized properly by the West, a policy that is domestically unpopular.
