This publication examines the evolution of civil-military relations in Eastern Europe after 1990. The author argues that in contrast to most post-totalitarian states, effective civilian leadership for building civil-military relations and an effective military has predominated rather than military praetorianism (control of society by force or fraud by a small minority). The publication concludes that western military assistance needs to be civilianized to enlarge public deliberation and civil education on security to sustain the changing strategic culture in these countries.
