Oct 2003

This publication examines the changing relationship between the US and the enlarging EU and NATO. The author argues that although the US and European states share many common threat assessments, they disagree over how best to manage these threats and in particular how, when and why to deploy coercive force. The publication concludes that current dynamics do not allow for a complete breakdown in the trans-Atlantic relations, but they are disruptive enough not to promote a reconciliation and renewal.
