This publication discusses parliamentary elections, the development of democratic institutions in Albania and the increasingly important role played the Albanian diaspora in Greece. The author argues that the perception among some in the international community that one of the candidates struggling for leadership of the Socialist Party is more European in outlook is overstated. The publication concludes that the Greek government must take steps to recognize the existence and rights of ethnic minorities and to open negotiations over ending the technical state of war that still exists between the two states.
