This publication examines Estonia’s path to NATO and subsequent EU membership in foreign policy terms and outlines continuing foreign policy challenges. The author argues that a remarkable change in conception and perception of Estonia has taken place in order for this development to take place especially as Estonia only emerged from communism in the recent past. The publication concludes that relations with Russia will remain awkward and that public perceptions of the loss of sovereignty and overall value of NATO membership may come under strain when the first Estonian peacekeeper is killed.
