This publication discusses the challenge of illegal arms transfers in post-Soviet states. The author argues that although distinctive, soft security threats such as smuggling cannot easily be singled out from individual challenges like terrorism, the drug trade and money laundering. The publication concludes that policies to improve export controls, conversion of the arms industry to other production, and funding to support the destruction of small arms and light weapons are necessary, as well as addressing the root causes of corruption must form part of the approach to reduce illegal arms transfers.
