This publication examines Ukrainian security policy in the context of military doctrine, counterintelligence documents and the 2002 NATO-Ukraine Action Plan. The author argues that Ukraine has demonstrated real strengths in security policy planning but its weaknesses lie in implementation particularly because President Leonid Kuchma subordinates almost every cause to questions of his own power and survival. The publication concludes that among defense officials the general war ethos and fear of prolonged conflict remain a stumbling block to serious consideration of the acute and unconventional threats Ukraine actually faces.
