This publication discusses the appointment of Yevhen Marchuk as defense minister in Ukraine. The author argues that his promotion is unlikely to result in any major initiatives in military reform although his appointment is welcome as he is an advocate of Euro-Atlantic and closer NATO relations. The publication concludes that resource constraints will make Marchuk's job more difficult and that Ukrainian President Leonid Kuchma's choice reflects his desire to be re-elected rather than to instigate a process meaningful military reform.
