This publication examines energy policy in the Baltic states of Estonia, Latvia and Lithuania with a particular focus on electricity generation. The author argues that despite a pervasive view among analysts that these states are resource poor and net importers of energy, they are in fact completely self reliant and capable of becoming regular power exporters. The publication concludes that as the process of restructuring the power sector continues the same debates about privatization, self-sufficiency, tariffs and sovereignty will continue to be at the forefront of the public and government agenda.
