This publication examines the rise of the oligarchy phenomenon in the Baltic states of Estonia, Latvia and Lithuania. The author argues that unlike in post-Soviet Russia, states like Estonia have maintained a relatively strong division between the spheres of politics and business considering the number of opportunities to exploit the transition process from both vantage points. The publication concludes that the lack of hydrocarbons is not a sufficient reason why energy oligarchs have materialized in the Baltic states.
