Publication

This publication discusses the process of democratization and its relationship with security in states within the Black Sea Region. The author argues that newly independent states have adopted the mechanics of democracy but not the political culture that gives it value and legitimacy. The publication concludes that the region is of growing importance for trade and energy transport but progress in these areas is being threatened by organized crime and weapons proliferation. Unless these states shore up their political foundations, the problems are likely to persist.
