This paper discusses Ukraine's relations with NATO, the EU and its prospects for joining these institutions. The author argues that the prospects of enlargement are having profound implications both for states that are already members and Ukraine in terms of commitments and vulnerabilities. In particular the events of 11 September 2001 are strengthening the impulses of enlargement and exclusion. The paper concludes that these demands have produced policy changes in Ukraine but warns of an increasing tilt toward Russia.
