This publication examines the diplomatic and political consequences for Ukraine of Russia's appointment of former prime minister Viktor Chernomyrdin as ambassador to Ukraine. The author argues that this development is designed to lock in change to Ukraine's geopolitical and geo-economic course. Chernomyrdin's appointment is also designed to strengthen Ukrainian President Leonid Kuchma's confidence that he is backed by Russia. The publication concludes that if Chernomyrdin proves to be highly competent, the challenges for the West in Ukraine will become more difficult.
