This publication examines the changing dynamic in Ukraine toward civil democratic control of the armed forces through observable action and documents relating to doctrine and strategy. The author argues that although parliament and civilians have gained influence in Ukraine's defense system, the trend has been toward stronger presidential control rather than democratic control. The publication concludes that the Soviet legacy has not been entirely harmful to Ukraine as it has produced professional armed forces with remarkably little lust for power.
