This publication discusses the steps necessary for Ukraine to implement if it wishes to achieve NATO membership. The author argues that a clear differentiation between its armed and security forces is essential and will only be achieved through improved institutional transparency. The publication concludes that although the "State Programme on Defence Reform and Development" of May 2000 is an impressive document, it is a statement of objectives and aspirations, not the in-depth audit and review which the army and country require.
