This paper examines the deteriorating political situation in Montenegro as a consequence of unilateral action by Serbian President Slobodan Milosevic to amend the Constitution of the federation. The author argues that increasing political, economic and psychological pressure by the Serbian government will not bring Montenegro to heel as Podgorica has refused to recognize the reforms instead characterizing them as a constitutional coup. The paper concludes that Montenegro has the support of the international community and that several triggers including a referendum on Montenegrin independence could trigger serious and violent conflict.
