This publication discusses how to proceed with development of Russo-Baltic relations in the context of continuing NATO and EU enlargement. The author argues that the biggest security threats facing the region come from the possibility of a nuclear accident and environmental degradation. This is both a challenge and an opportunity for regional soft security cooperation. The publication concludes that a flourishing Baltic security system is essential to a Europe whole and free which must include Russia.
