What are the defense dimensions of the EU’s approach to cybersecurity? To answer this question, this publication explores 1) how, so far, much of the EU’s response to cyber defense has focused on training and exercises; and 2) the EU’s approach to the technological and industrial aspects of cyber defense, including how the development of the European Defence Fund (EDIF) could play a vital role in ensuring that the Union can maintain effective cyber defense capabilities into the future.
