This publication offers insight and guidance for the European Union’s external actions against cybercrime and for promoting cybersecurity and cyber resilience. After providing an overview of the evolution of cyber-related policies and concepts, the authors introduce a comprehensive framework for cyber capacity building. Its application is then illustrated in the fields of national strategic frameworks, incident and crisis management systems, criminal justice in cyberspace, and cyber hygiene and awareness.
