This Alert contends that although the influx of refugees into Europe has garnered all the attention, EU citizens are themselves migrating out of (and back into) the EU. The movement outwards, which constitutes a significant brain drain, is attributable to more numerous opportunities abroad. Having said this, more circular, bi-directional migration patterns are also emerging, which have the potential of turning a brain drain into a ‘brain exchange’.
