This Issue Alert argues that although EU Battlegroups (EUBGs) have never been deployed, the fact remains that they are ‘EU-owned’ instruments that are specifically tailored to implement the Union’s crisis management policies. That’s the good news. The not-so-good news is that the groups require greater modularity, higher preparedness and more funding.
