This study analyses security and counterterrorism efforts in Tunisia and Morocco’s as well as the two countries’ security cooperation with the EU. The authors assert that Morocco and Tunisia’s counterterrorism strategies share a common shortcoming: both prioritize the prevention of attacks and the disruption of terrorist cells, but fail to pay sufficient attention to the legal and judicial framework for handling people detained on terrorism charges – or to the factors that contribute to radicalization. In response, the authors recommend that the EU should focus more assisting Tunisia and Morocco to counter radicalization, and look for further opportunities to address socio-economic marginalization and improve security governance.
