Because a sustainable oceans economy is closely linked to development, this paper argues that states in the Western Indian Ocean need to put in place mechanisms that will protect their coastal and marine resources. To this end, the text’s author outlines the main features of an ecosystem-based management model, which includes expanding marine protected areas and community-based approaches for sustainable development.
