From a security standpoint, the EU ended 2016 with a flourish. It published and partially endorsed a specific plan on security and defense (SDIP); it published a European Defence Action Plan (EDAP); and it adopted 42 “action points” in tandem with NATO. As the author of this publication sees it, the next step is to ensure that these various initiatives lead to a form of Permanent Structured Cooperation (PeSCo), perhaps before Europe’s election season begins.
