European Union members have spent decades working to identify and fill military capability gaps, but they’ve approached common defense projects on a strictly intergovernmental and largely voluntary basis. The results, to no one’s surprise, have been costly and decidedly mixed. By relying on carefully targeted financial incentives, this Alert argues that the European Defence Fund might improve ‘the rules of the game’ for Europe-wide defense cooperation.
