This text looks at the rise, evolution and decline of the human smuggling industry in Turkey between 2014 and 2016. In addition to drawing on the knowledge of policymakers, experts and other stakeholders, the paper’s authors also benefit from their interviews with eight individuals who’ve been involved in Turkey’s smuggling industry. Unsurprisingly, the smugglers are watching closely for policy changes in the migration agreement reached between the EU and Turkey, which has led to a dramatic drop in the number of crossings into Europe.
