This paper explores how the Libyan economy has deteriorated since the late-2014 start of the conflict between the House of Representatives in the country’s east and the General National Congress in the west. To resolve the problem, the paper's author believes only a dual track reform strategy is possible – i.e., one that resolves both the structural challenges facing Libya’s economy and the country’s political and military divides.
