This paper looks at the evolution of Permanent Structured Cooperation (PeSCo) and its potential ramifications for EU operations and capability development. More specifically, the authors focus on 1) how PeSCo differs from other forms of defense cooperation that were developed over successive EU treaties; 2) the operational implications of PeSCo for Europe’s Common Security and Defence Policy (CSDP); and 3) whether or not PeSCo will actually be able to break the decades-long taboo that has surrounded joint defense capability development within the EU.
