This report reviews the issues discussed at the 2nd Australia-Europe Counter-terrorism Dialogue, which took place in November 2016. The topics addressed here include 1) the factors that foster and create violent extremism, and what might be done to overcome them; 2) the threats posed by homegrown terrorism; 3) how to counter online messaging by terrorist groups; 4) the counterterrorism experiences of Australia, France and Germany; 5) how to enhance national and international counterterrorism strategies and architectures; and 6) the prospects for future Australian–European counterterrorism cooperation.
