Cyber Norms in ASEAN

Following the 2015 proposals of the UN Group of Governmental Experts (UNGGE), participants in the first ASEAN Ministerial Conference on Cybersecurity have reiterated the value of establishing norms regulating state behavior in cyberspace. Given what the Singaporean minister has noted as the “unique ASEAN context and cultures” the process by which these norms would emerge, cascade, and eventually be internalized across the region remains in question. Moreover, given variations the variations in regime and technical capabilities prevalent within the region, the success of this process is far from certain. Consequently, this project aims to determine (1) the challenges surrounding the emergence of cyber norms in the region, (2) the extent to which this would adhere (or not) to the norm cycle, and (3) the unique character these norms would eventually possess.
