This report examines the demobilization process of the armed forces in Bosnia and Herzegovina since 1995. As the authors argue, the majority of soldiers were neither professionally nor psychologically prepared for civilian life, and local authorities have failed to appropriately deal with the transition process. The report offers a critical analysis of three major reintegration projects carried out by the World Bank and the International Organization for Migration and contains several interviews. The authors conclude that security sector reform in Bosnia and Herzegovina must include demobilization and retraining, and should be viewed as an all-inclusive strategic policy.
