The author of this publication argues that the nuclear weapon states (NWS) are hesitant to embark unambiguously on the road to elimination of nuclear weapons. The non-nuclear weapon states (NNWS), particularly those within the Non-Aligned Movement (NAM), see the disarmament obligation of the NWS as the quid pro quo for their own renunciation of nuclear weapons. This paper aims at developing options for bridging the gap between the five recognized NWS and the NNWS - notably those of the Non-Aligned Movement (NAM) - on the issue of disarmament in the Nuclear Non-Proliferation Treaty (NPT).
