The peaceful use of nuclear energy is becoming an increasingly contested issue within the Non-Proliferation Treaty (NPT) context. This paper discusses which options policymakers should explore to control the spread of nuclear fuelmaking technologies without jeopardizing the ‘grand bargain’ enshrined in the NPT, which promises both access to peaceful nuclear technology to all its member states and the strict non-proliferation of nuclear weapons.
