This paper analyzes the context within which the key players in the Middle East act. It is the first of a multi-author set of studies that examines how Iran, Turkey, Saudi Arabia, Syria, Jordan, and Egypt perceived the threats and opportunities created by the aftermath of September 11 and the U.S. invasion of Iraq and how they have shaped their policies in reaction to changing developments. It concludes with remarks about the competing projects for a new regional order.
